The European Civil Society Platform on Lifelong Learning (EUCIS-LLL) is a platform of 20 European networks. EUCIS-LLL organises public hearings on transversal issues such as the access to lifelong learning. These public hearings are a tool to exchange good practices coming from the various sectors represented in the platform. Euroapprenticeship was presented at the last hearing the 17th of April: Impact and added value of transnational mobility schemes to develop personal, social and civic comptences. This event was organised during the Lifelong Learning Week and was organised in partnership with the European Economic and Social Committee.

Some issues which were at stake: The impact of transnational learning mobility, in terms of social cohesion and active citizenship, are as important as those fostering better employability. But still some barriers remain as for example the lack of language skills, lack of information or insufficient preparation. The Commission as well as the Member States are aware of these issues and should now take the appropriate measures. By deciding to put the highlight on “Youth on the Move” in the Europe 2020 strategy, young persons will have higher expectations. Today, the budget allocated to mobility programs is too limited to achieve this goal. Furthermore, some studies have shown that mobility programs are too often limited to a privileged few even when they target is advantaged publics. It is crucial to have stronger programs in education, training and youth for after 2013. The goal of this public hearing is to present some good projects supported by EU programs in order to better understand their impact in terms of new competences learned.
